What Gets Calculated

Base Duty

The ad valorem or specific rate from HTSUS General column, applied to the transaction value per 19 USC 1401a. For goods with both ad valorem and specific components (compound duties), both are calculated and summed. The engine uses the rate effective on the arrival date, not the order date.

Merchandise Processing Fee (MPF)

0.3464% of the appraised value for formal entries, per 19 CFR 24.23(b)(1). Minimum $31.67, maximum $614.35 per entry. Informal entries (under $2,500) pay a flat fee of $2.00, $6.00, or $9.00 depending on entry type. The engine selects the correct fee schedule automatically.

Harbor Maintenance Fee (HMF)

$0.125 per $1,000 of cargo value for imports arriving by vessel, per 26 USC 4461. Does not apply to truck or air shipments. Does not apply to goods arriving from Canada, Mexico (by truck/rail), or US insular possessions. The engine checks the mode of transport and exemptions automatically.

Surcharges & Additional Duties

Section 301 (China Lists 1-4B), Section 201 (safeguard), Section 232 (steel/aluminum), and IEEPA reciprocal tariffs are layered on top of base duty. Each surcharge references its specific Executive Order, Federal Register notice, and effective date. Rates change frequently — the engine tracks every update.

The engine applies the current duty rate from the HTSUS General column, calculates Merchandise Processing Fee (0.3464% of value, min $31.67 / max $614.35 per 19 CFR 24.23), Harbor Maintenance Fee ($0.125 per $1,000 for ocean shipments per 26 USC 4461), and any applicable surcharges — Section 301, Section 201, Section 232, or IEEPA ad valorem additions.
